Development Victoria aims to create a sense of place and prosperity through development, urban renewal and community connection.
Development Victoria is a new organisation that combines the expertise and capabilities of Places Victoria and Major Projects Victoria to create and deliver economic and social value to Victoria.
Development Victoria will formally operate from 1 April 2017 as a statutory authority, reporting to a Board.
Development Victoria will deliver property and precinct development projects to meet government’s policy objectives and apply its experience and expertise to the delivery of civic projects that enhance our state.
Development Victoria staff are skilled in realising opportunities and managing risks to develop publicly owned land and deliver complex projects.
Some of Development Victoria’s current projects include the revitalisation of central Dandenong, the Ballarat West Employment Zone, and the ongoing development of Docklands. It also oversees important civic projects such as the State Library, Flinders Street Station and Melbourne Park redevelopments. Projects in the pipeline include renewal of the Arden and Fishermans Bend precincts.

Our team includes skilled planners, commercial managers, project managers, architects, engineers, lawyers, communicators and construction managers, so we can see a project through from start to finish.
Development Victoria staff have extensive experience realising opportunities and managing financial, environmental and reputational risks when developing publicly owned land and delivering large scale major projects in complex stakeholder environments.

Gregory Anderson – Chief Executive Officer
Gregory Anderson has spent more than 20 years delivering residential, retail and commercial developments across Australia.
His experience in the property industry includes acquisitions, property finance, procurement structures, development management and construction across the private and public sectors. Gregory was a National Development Director for Macquarie Bank and has held senior positions at Tigcorp and Selpam Group.
Gregory has a Masters in Project Management and a Diploma of Building Surveying and sits on the Advisory Committee for RMIT’s School of Property Construction and Project Management.
Simon Wilson – General Manager Precincts
Simon Wilson plays a significant role in facilitating the delivery of the Victorian Government’s vision for a number of large precinct developments. Simon has more than 25 years’ experience in property, regeneration and development experience in in the UK and Australia. He has worked across the public and private sectors on urban regeneration of brownfield and greenfield sites, including at AV Jennings and Macquarie Bank, and is an experienced joint venture and stakeholder manager.
His previous projects include London Docklands, Chatham Maritime and various other infill sites including complex over- rail developments. Simon is a member of the Royal Institution of Chartered Surveyors (UK).
Peter Southwell – General Manager Development and Construction
With more than 30 years’ experience in managing and leading major construction projects with Multiplex and Probuild, Peter Southwell is responsible for the conversion and delivery of projects in our Development and Construction division.
Peter has been responsible for the successful negotiation and delivery of construction projects ranging from $200,000 to $220 million in the commercial, retail, entertainment, tourism, education, residential and government market sectors in Victoria and Queensland.
With qualifications in construction and construction law, Peter has served on advisory boards for the University of Melbourne and is a regular guest lecturer in the university’s Masters in Construction Management course.
Peter Vlitas – General Manager Land Development and Housing
Peter has extensive experience in land development, residential building, medium density housing and detached housing management across the full development life cycle from acquisition through to sales and settlements. He was previously the Victorian General Manager at AVJennings, which delivered master planned communities at Lyndarum, Arena in Officer and The Chase in Berwick.
Peter has also overseen the completion of urban renewal projects, including Montpellier Gardens in Burwood, Ulmara at Maribyrnong and Kingston Place at Springvale South. He has occupied senior positions in a variety of prominent Australian housing development companies, including Central Equity, Urban Pacific and Dennis Family.
Peter was previously a Board member and Past President of UDIA Victoria.
David Brown – General Manager New Business Development
David has an extensive understanding of the Australian property market due to his strong knowledge of demographics and economic drivers that shape the market, enabling him to utilise the right metrics so to be able to critically review or identify property opportunities in multiple fields.
David’s key previous roles have been Chief Operating Officer (and Victorian General Manager) of MacroPlan Dimasi, and Director at Lend Lease. His vast experience in property and land development, plus his networks within the Victorian property industry (including state and local government) enable him to understand policy drivers and priorities of governments which assist in creating planning pathways and identification of projects that can often benefit both the private and public sectors.
Manny Bikakis – General Manager Corporate Services
Manny Bikakis has a wealth of experience in senior finance roles across high profile organisations, with his career spanning Australia, Germany and the UK. Most recently, Manny held the position of Australia and New Zealand Finance Director for PPG Industries, where he was a member of the Board and the Executive Team and accountable for all Finance, IT and Commercial support across the Asia Pacific.
Prior to his time with PPG, Manny held other senior finance positions including CFO of Incitec Pivot’s fertiliser business and he had a long and distinguished career with BP in both their European and Australian businesses.
Tom Considine - General Manager Corporate Strategy
Tom is an experienced public sector executive having held a number of roles within the Victorian, Commonwealth and UK public sectors and served as Chief of Staff to the Victorian Treasurer.
Tom brings extensive skills and experience in strategy development, infrastructure planning, policy design, Public Private Partnerships, asset transactions and public sector financial management.
Tim Bamford - Executive Director Major Projects
Born in the UK, Tim Bamford first arrived in Melbourne in 1996 after several years working on engineering projects in Asia. Tim joined the Australian Grand Prix Corporation as Engineering Manager and remained there in various roles for 11 years, including three as Chief Executive Officer.
After joining Major Projects Victoria in 2008, Tim was seconded to the Victorian Bushfire Reconstruction and Recovery Authority to direct the clean-up of more than 3000 properties destroyed in the Black Saturday bushfires in 2009. Tim returned to Major Projects Victoria as Project Director for the Victorian Government’s largest ever investment in sporting infrastructure, the $366 million Stage 1 of the Melbourne Park Redevelopment.
In January 2012, Tim was appointed as Executive Director of Major Projects Victoria, overseeing the organisation’s $1.9 billion project portfolio.
